What’s happening with the EBV? | DA Newsletter No. 16/2026

Dear Sir or Madam, dear readers,

regarding the Substitute Building Materials Ordinance (EBV), the German Demolition Association (DA), together with partner associations, has formulated clear expectations: the EBV amendment process should have been launched already in Q1 2026 — not sometime in the second half of the year, as originally planned. Because the problems in enforcement, the uncertainties in application, and the unnecessary administrative burden are something our member companies deal with every single day.

Now the first quarter is over — and what has happened? Nothing. We also discussed this in our Recycling Technical Committee: the delay is not only frustrating, it is concretely holding business back. When legal certainty and practical applicability are pushed down the road, it affects investments, cost calculations, tenders — and ultimately the marketability of recycled construction materials.

We will not simply let this slide. The DA will continue to engage in the process with determination, clearly address the delay, and bring the perspective of practice into the political discussions. Because a circular economy in construction needs framework conditions that work — not “sometime,” but now.

Seminar: The Contract under VOB/B, Including Change-Order Management (in German)

Date: 18 May 2026
Time: 9:30–16:30

This one-day seminar for DA members takes place on 18 May 2026 in Eschborn.

Once the public tendering process has been completed and the contract has been awarded, the focus shifts to implementing the requirements and delivering the scope of work.

The seminar covers lump sums, unit prices, and time-and-materials work from the perspectives of both main contractors and subcontractors — including the associated change-order (variation) management. Participants will also learn how to handle acceptances as well as defect notifications.

In addition, the seminar explains how to deal with delays and changes during the construction process, including how to assert change-order claims.

In March 2023, AWR Abbruch GmbH (Mülheim-Kärlich) was commissioned to carry out the dismantling of Building Complex 36x, previously used as an assembly building, on the Mercedes-Benz AG plant site in Sindelfingen.
